Strategy and Levy

The Ministry of Health is responsible for the prevention and treatment of problem gambling, including the funding and co-ordinating problem gambling services.

Problem gambling services are funded through a levy on gambling operators. The levy is collected from the profits of New Zealand’s four main gambling operators: gaming machines in pubs and clubs; casinos; the New Zealand Racing Board; and the New Zealand Lotteries Commission. The formula for calculating the levy rate for each of the four sectors is set out in section 320 of the Act.

Under section 318(5) of the Gambling Act, the Gambling Commission is required to report to the Associate Minister of Health and the Minister of Internal Affairs making recommendations on the total annual amount of the proposed problem gambling levy for a three year period, and a proposed levy rate for each gambling sector.
